I found a quail egg on the ground outside in the sun, is it still possible for it to hatch?

I was out easter egg hunting with my cousins and lo and behold, I found a quail egg! I was wondering if it could still survive, the mom and the nest were nowhere in sight, and as I held it up to the sun, I did't see anything inside. there was still a small gray feather on it, so is this a freshly laid fertile egg, unfertile, or is there no hope? Who should I see or call?
