My quail just hatched and one cannot walk, his feet are still curled under...What to do?

I am raising some quail and it has been about 2 days since they hatched. All but one are doing just fine. This one quail's feet are still curled under-like it just came out of the egg-and so it can not get to its feet. When I put it on its feet for it, he kicks and tries to start walking but falls over onto his back. The quail is very strong, at least as strong as the others, but his feet just wont cooperate. Has anyone had this happen before? Any thoughts? Thanks for all help, Steven
