Where do I get a Pa state propagation permit?

I would like to start breeding Bobwhite quail to sell fertile eggs. My understanding of the law here in Pa is that because they are a naturally occurring wild bird, you must buy a permit to sell Bobwhite eggs. I want to go about this legally, but can't seem to find information on exactly how to get the permit. Any help would be appreciated!
